A trader reacts on the floor at the Madrid Bourse. European shares sank to new 2012 lows in a broad-based sell-off as concern over contagion from Greece gripped investors.

By John W. Schoen, Senior Producer

As Greece teeters on the edge of financial collapse, European officials have a new task before them: preventing the financial turmoil from spreading across the continent, across the Atlantic?and around the rest of the world.

The fear is that Greece?s financial turmoil could spread beyond its borders despite European efforts to create a ?financial firewall? to contain it.

??The spillover effects, the chain of consequences are very difficult to assess,? said International Monetary Fund President Christine Lagarde on Wednesday. ?We can certainly assume that it would be quite messy.?

Lagarde, whose agency has been among those providing financial support for Greece, said the IMF has begun making ?technical? preparations for Greece?s ?possible departure from Europe?s common currency, the euro.

Greece?s exit from the eurozone seems more likely every day. A two-year standoff deepened this week between Greek voters,?1 in 5 of whom are unemployed,?and European officials, led by German Chancellor Angel Merkel, who are insisting on continued ?austerity? by the Greek government in exchange for a financial lifeline.?

After deep budget cuts sent the Greek economy into a painful recession, voters ousted the former government that agreed to measures that would inflict even more pain on Greece?s banks, businesses and households.

Merkel and Lagarde remain steadfast in their insistence that continued financial aid depends on whether Athens adheres to tight-fisted spending policies.

“Nobody is going to give the Greeks a penny unless they put a government in place which implements austerity,? said David Roche, president of Independent Strategy, a London-based investment research firm.

Depositors have already begun pulling their euros out of Greek banks as the odds rise that Athens may soon exit the common currency.

Without continued financial aid, the Greek government is expected to run out of cash in a few weeks. That would almost certainly bring another round of bond defaults, increasing pressure to abandon the euro.

Beyond defaults on debt issued by the government, Greece?s suspension of the euro as its official currency would likely invalidate much of the more than half trillion dollars? worth of private borrowing by households, companies and other levels of government. That would drive its economy even deeper into recession.

Without a backstop, Greece?s banking system would also face a sharp contraction, if not collapse, as?the value of its assets implode. Analysts estimate that the value of any new currency –?the drachma, for example –?introduced to replace the euro would force markdowns of as much as 50 percent or more. ??

The immediate impact on U.S. banks would likely be limited. After sharply reducing exposure to Greece for the past two years, American banks hold roughly $6 billion worth of Greek government debt. ?

But the effect?on the European banking system could be severe if investors and depositors grow increasingly fearful that other debt-heavy countries, such as Spain, Italy, Ireland or Portugal,?might also eventually leave the euro zone.?

CNBC’s Silvia Wadhwa reports on German Chancellor, Angela Merkel’s comments on keeping Greece in the euro zone.

?Capital flight from those countries would have to be ring-fenced by unlimited amounts of government bond buying by the European Central Bank and also with guarantees for depositors so they wouldn?t take their money out of places like Portugal, Ireland, Italy and Spain,? said Roche. ?Are we ready? No.?

The financial markets are already anticipating further deterioration; investors are bailing out of stocks across Europe, with bank stocks especially hard hit. They?re also dumping Spanish and Italian government bonds, driving yields to the kind of unsustainable levels that initially sparked the Greek crisis two years ago.

Since then, European officials have been cobbling together a ?financial firewall? ? a series of measures to backstop failing banks and prevent another full-blown crisis. The latest move late last year by European central bankers to lend banks roughly $1 trillion in cash has apparently provided only a temporary reprieve. Banks hoarding cash to weather the coming storm have tightened credit, further slowing local economies.

Other agencies, including the IMF and a recently created ?stability? fund, are also available to help put out any financial fires. But analysts ? and some American officials – have long expressed concerns that Europe?s bailout fund isn?t nearly big enough to handle a banking crisis that spreads beyond Greece.

“Greece is peanuts as far as the United States is concerned,” said Uri Dadush, former economic policy chief at the World Bank. “But if Greece leads to the contagion of Spain and Italy, the euro could implode. This is big business for the U.S. We’re talking trillions of dollars in direct and indirect exposure to the European banking sector.”

Ongoing demands for austerity in exchange for financial aid have brought Europe?s economy to a dead stop. The latest data show gross domestic product flatlined in the first quarter, largely because the ongoing turmoil has sapped business and consumer confidence and spending.

That could spell more trouble for?America’s businesses and consumers.

With U.S. government spending contracting and consumer spending weakened by slow wage growth, manufacturing exports have provided one of the few bright spots for the U.S. economy. In the last five months, U.S. manufacturers have added 167,000 jobs to their payrolls.

Until recently, Europe was a ready market for goods made by those workers. More than half of U.S. foreign investment and a fifth of all American exports end up in the European Union.

But unemployment in Europe, currently at 10.9 percent, is rising. In Spain and Greece, half of the work force under 25 is out of a job.

American companies are already feeling the impact; U.S. car makers Ford and General Motors recently reported that first quarter profits were hurt by a slowdown in car sales to European buyers.

A continued slide in the value of the euro would make matters worse for U.S. companies by making their products more expensive in those markets.

“Right now, the best case scenario in Europe is a recession,” said Chad Moutray, economist at the Washington-based National Association of Manufacturers. “Any of the worst case scenarios threaten our growth strategy.”

As predicted and wished for by many, work is becoming something done, rather than a place to go. The once solid delineation of the workplace is breaking down and the impermeable barriers are becoming porous. A number of technologies are driving this ? mobile, cloud, social ? and ultimately the pervasive nature of lower cost, high speed and open networks are behind it.

This brings predictable challenges around security, management and control, which have been exacerbated by the increasing desire for consumer technologies to be used for work activities. At one time the tools of ICT ? fixed or mobile phone, desktop or laptop ? were corporate standard issue, now many employees want choice, personal preference and BYOD ? bring your own device.

Beyond the clear technical issues that many are already attempting to address, organisations need to deal with the changes required in their cultural and management style, and this is somewhat harder and often overlooked. While the dreams of future work embodied in terms such as mobile, remote home and flexible working have been in common use for a couple of decades, the reality is being slowed by certain aspects of human nature.

These can be found in any workplace. Employees will refer to an absent colleague as ?working from home? (often drawing the inverted comms in the air), they will say how hard it is to get hold of so-and-so while they?re on the road, or they might wander round cubicles looking to see who?s in to deal with an emerging crisis. Tele-working for some has the air of ?tele-shirking? for others.

Managers and management culture generally doesn?t help. Many organisations claim flexible and mobile working strategies, but in reality they have desks allocated to individual employees (who fight over location during office desk reorgs and mark their territory with personal objects) that are overseen by a glass-walled manager?s office at the far end. This is not a new way of working, but the old with better d?cor.

The problems are visibility and responsibility. Some employees, especially when times are threatening, feel they need to be seen ? hence the ?presentee-ism? prevalent in many work places; others just want to know they can get hold of a colleague when they need to ? for help, support or simply to offload ? or to know they are pulling their weight. Managers like to know where their direct reports are and what they?re up to.

Fortunately technology provides a number of ways to restore visibility (and some cultural cohesion) to remote, flexible and mobile or distributed teams of co-workers. These have been available for some time, but research often shows that adoption has thus far been slow. While mobile working was for the relatively few independent ?road warriors? this was acceptable, but distributed teams need communications and collaborative support at several levels to visibly demonstrate they are involved and committed.

Companies could go the whole hog and implement unified communications, social business tools and video conferencing or some blend of them, but there?s a simple first step ? get the mobile phones onto the same footing as desktop phones. This means that the mobile phones of remote workers are seen just like their deskbound colleagues as extensions of the PBX; calls can be simply transferred and everyone can pick up their responsibility on a hunt group. Rather than lone wolves and road warriors everyone can be seen to be on the same team.

It doesn?t matter whether this is delivered by on-premise equipment or a hosted service, although for many smaller organisations or those for whom a PBX upgrade is not on the short terms plans, a cloud based service might make most sense. As for players in this space, there are plenty to chose from, including mobile operators (Vodafone?s One Net, AT&T?s Office@Hand), telecoms and PBX hardware vendors (Avaya, Aastra, Alcatel-Lucent) and specialist communications providers (Gradwell, Calyx, Sangoma, Gintel).

The key questions to ask service providers are similar to those for other cloud applications around service assurance, reliability, scalability and security, but for mobile integration there are other issues to consider too. It is important to understand costs, especially when calls are being re-routed, and if there are any limitations or additional costs when roaming.

This may only be a first step on a much more sophisticated and involved route towards unified communications, a collaborative workplace and desktop video conferencing, but these require an even greater evolution in working practices and the business culture, which will rarely happen overnight.

The functions of the switchboard ? from simple call divert, waiting, transfer and pickup to more sophisticated features ? are well used and understood and therefore easily adopted. It is a far simpler task to extend this to mobile phones ? whether employer provider or employee owned ? to provide more cultural structure and team cohesion to distributed individuals. By all means unify your communications, but unify your people first.

Laser hair removal prices

Immediately after a genuinely poor haircut, I was left questioning how I could grow my hair quicker. Hair typically grows an typical of 1 third of a millimeter per day, but you will discover a couple of components that influence the rate of growth, plus a couple of diverse approaches that men and women can assist their hair grow quicker, stronger, thicker, and shinier.

To start with, hair growth originates deep within the scalp, in hair follicles. If hair follicles are not wholesome, then hair growth is going to be impaired.

This may be hair that falls out prematurely, does not grow swiftly, and breaks off close towards the scalp. Among the ideal approaches to maintain follicles wholesome, and encourage it to grow speedily, is always to massage the scalp using a wooden bristle brush. Wooden bristles act like small fingers to rub and stimulate the skin about hair follicles, and also absorb tiny amounts of natural hair oils. As hair is brushed, it assists spread these oils about, offering a natural conditioner to make sure it?s wholesome, shiny and powerful. Frequent brushing and massaging is among the finest

techniques I?ve identified to assist grow my hair quicker.

Secondly, due to the fact growth begins deep beneath the surface of skin, diet plan plays an enormous role. All hair is created of protein, plus the body secretes particular oils to help keep it moisturized and wholesome as it grows. Consequently, a diet plan deficient in protein and wholesome fats does not have the required ingredients to create wholesome hair, leading to frequent breakages, splitting, dullness, frizzing, along with other complications.

Consuming sufficient oils, like olive oil, canola oil, fatty fish, or avocados, and consuming a great deal of lean protein like eggs, lean dairy, fish, or beans, are crucial to make certain that the body has all the nutrients it wants for wholesome, powerful, fast-growing hair. Some remedies may also support it grow promptly, specially those that support stimulate hair follicles like the ones that include warming or cooling ingredients, like menthol, peppermint, mustard seed, or even cayenne increase blood flow towards the scalp, ensuring that growing hair gets an sufficient supply of nutrients and

cellular waste is quickly flushed out of hair follicles.

Lastly, attempt not to over-shampoo. Every single head of hair is distinct, and yours may not necessarily thrive with day-to-day shampooing. Shampooing too usually can make dry hair drier, and prone to breakage, dandruff, as well as other concerns, even though oily hair can grow to be much more oily, leading to clogged follicles and loss. For quite a few individuals, washing hair as soon as each and every other day is sufficient, although many people with extremely dry hair could even wish to limit shampooing to as soon as a week. Experiment and come across the top schedule for you.

No matter if you are like me, and just suffering from a couple of poor hair days, or you are beginning to encounter the initial ravages of baldness, you will find several solutions to aid fast regrowth. By following the guidelines I utilised, you may create the full head of lengthy, powerful, shiny, manageable hair that you have often wanted.

Without fanfare, the nation’s nuclear power regulators have overhauled community emergency planning for the first time in more than three decades, requiring fewer exercises for major accidents and recommending that fewer people be evacuated right away.

The revamp, the first since the program began after Three Mile Island in 1979, also eliminates a requirement that local responders always practice for a release of radiation.

At least four years in the works, the changes appear to clash with more recent lessons of last year’s reactor crisis in Japan.

Under the new rules, the Nuclear Regulatory Commission and the Federal Emergency Management Agency, which run the program together, have added one new exercise: More than a decade after the 9/11 terrorist attacks, state and community police will now take part in exercises that prepare for a possible assault on their local plant.

Still, some emergency officials say this new exercise doesn’t go far enough.

And some view as downright bizarre the idea that communities will now periodically run emergency scenarios without practicing for any significant release of radiation.

These changes, while documented in obscure federal publications, went into effect in December with hardly any notice by the general public.

An Associated Press investigative series in June exposed weaknesses in the U.S. emergency planning program. The stories detailed how many nuclear reactors are now operating beyond their design life under rules that have been relaxed to account for deteriorating safety margins. The series also documented considerable population growth around nuclear power plants and limitations in the scope of exercises. For example, local authorities assemble at command centers where they test communications, but they do not deploy around the community, reroute traffic or evacuate anyone as in a real emergency.

The latest changes, especially relaxed exercise plans for 50-mile emergency zones, are being flayed by some local planners and activists who say the widespread contamination in Japan from last year’s Fukushima nuclear accident screams out for stronger planning in the United States, not weaker rules.

FEMA officials say the revised standards introduce more variability into planning exercises and will help keep responders on their toes. The nuclear power industry has praised the changes on similar grounds.

Onsite security forces at nuclear power plants have practiced defending against make-believe assaults since 1991 and increased the frequency of these drills after the 2001 terrorism attacks. The new exercises for community responders took years to consider and adopt with prolonged industry and government consultations that led to repeated drafts. The NRC made many changes requested by the industry in copious comments.

Federal personnel will now evaluate if state and local authorities have enough resources to handle a simultaneous security threat and radiation release. Their ability to communicate with onsite security officials during an attack also will be evaluated during exercises.

But community planners wonder why local forces won’t have to practice repelling an attack along with plant security guards ? something federal emergency planners acknowledge could be necessary in a real assault.

The FEMA instruction manual for the preparedness program says the agency won’t evaluate defense capability of community forces because of “confidentiality of sensitive security information” ? an apparent reference to the risk of exposing vulnerabilities during a public exercise.

When pressed, though, federal emergency planners gave other explanations. They said state and local police are more likely to be needed for tasks like escorting damage control teams rather than confronting attackers.

“We’re assuming these guys don’t want to escape, or else they wouldn’t have showed up,” said Randy Sullivan, a health physicist who works on emergency preparedness at the NRC. “A dragnet and security sweep is less important than saving equipment that is important to core damage.”

None of the revisions has been questioned more than the new requirement that some planning exercises incorporate a reassuring premise: that no harmful radiation is released. Federal regulators say that conducting a wider variety of accident scenarios makes the exercises less predictable.

However, many state and local emergency officials say such exercises make no sense in a program designed to protect the population from radiation released by a nuclear accident.

“We have the real business of protecting public health to do if we’re not needed at an exercise,” Texas radiation-monitoring specialist Robert Free wrote bluntly to federal regulators when they broached the idea. “Not to mention the waste of public monies.”

Environmental and anti-nuclear activists also scoffed. “You need to be practicing for a worst case, rather than a nonevent,” said nuclear policy analyst Jim Riccio of the group Greenpeace.

A FEMA representative declined multiple requests for an interview and instead released a statement. The agency acknowledged that a simulated problem during a no-release exercise is handled on plant grounds. Federal planners say this exercise still requires community decision makers to mobilize and set up communication lines with officials on the site, practicing critical capabilities, even though they won’t need to measure and respond to radiation.

While officials stress the importance of limiting radioactive releases, the revisions also favor limiting initial evacuations, even in a severe accident. Under the previous standard, people within two miles would be immediately evacuated, along with everyone five miles downwind. Now, in a large quick release of radioactivity, emergency personnel would concentrate first on evacuating people only within two miles. Others would be told to stay put and wait for a possible evacuation order later.

Timothy Greten, who administers the community readiness program at FEMA, said it wouldn’t be necessary to tell people to stay put “if you could evacuate everybody within 10 or 15 minutes.” But he said hunkering down can be safer in some locations and circumstances, “especially for a short-term solution.”

Federal officials say people could risk worse exposure in an evacuation impeded by overcrowded roadways or bad weather.

This change, however, raises the likely severity of a panicked exodus outside the official evacuation area. Even a federal study used to shape the new program warns that up to 20 percent of people near official evacuation areas might also leave and potentially slow things down for everyone ? and that’s assuming clear instructions.

“If it were me, I would evacuate” even without an official go-ahead, said Cheryl L. Chubb, a nuclear emergency planner with the Louisiana Department of Environmental Quality, who is critical of the changes.

At Fukushima, more than 150,000 people evacuated, including about 50,000 who left on their own, according to Japan’s Education Ministry. At Three Mile Island, 195,000 people are estimated to have fled, though officials urged evacuation only for pregnant women and young children within five miles. About 135,000 people lived within 10 miles of the site at the time.

In its series, the AP reported that populations within 10 miles of U.S. nuclear sites have ballooned by as much as 4 1/2 times since 1980. Nuclear sites were originally picked in less populated areas to minimize the impact of accidents. Now, about 120 million Americans ? almost 40 percent ? live within 50 miles of a nuclear power plant, according to the AP’s analysis of 2010 Census data. The Indian Point plant in Buchanan, N.Y., is at the center of the largest such zone, with 17.3 million people, including almost all of New York City.

“They’re saying, ‘If there’s no way to evacuate, then we won’t,’” Phillip Musegaas, a lawyer with the environmental group Riverkeeper, said of the stronger emphasis on taking shelter at home. The group is challenging relicensing of Indian Point.

In February, a national coalition of environmental and anti-nuclear groups asked the NRC to expand evacuation planning from 10 miles to 25 miles and to broaden separate 50-mile readiness zones to 100 miles. The groups also pressed for some exercises that simulate a nuclear accident accompanied by a natural disaster like an earthquake or hurricane ? akin to the combination of tsunami, blackout and meltdowns at Fukushima.

The new U.S. program has kept the 10- and 50-mile planning zones in place, as well as the requirement for one full exercise for a 10-mile evacuation every two years. However, required 50-mile planning exercises will now be held less often: every eight years, instead of every six years.

Exercises are full-blown tests, with FEMA evaluation, of the entire range of community capabilities needed in an accident. Smaller drills of specific skills are run more frequently.

In the state-led 50-mile exercises, emergency personnel practice the logistics of dealing with contaminated food and milk over a large region. They also prepare the mechanisms to relocate people, clean up contamination and later return evacuees to their communities.

Gary Lima, who manages the nuclear readiness program at the Tennessee Emergency Management Agency, said 50-mile exercises should be run more frequently than once every eight years. “Recovery is really your hardest work,” he said.

Even when the program mandated a six-year timetable, federal authors of the 2002 program manual acknowledged that “many (first responders) have indicated a desire” for even more frequent exercises in the 50-mile zone.

The Japanese disaster reinforced such worries when officials told some towns beyond 12 miles from the disabled plant to evacuate. The U.S. government recommended that Americans stay at least 50 miles from the plant. Soil and crops were contaminated for scores of miles around. At one point, health authorities in Tokyo, 140 miles away, advised families not to give children the local water, which was contaminated by fallout to twice the government limit for infants.

Officials for FEMA and the NRC said they are still studying whether Japan’s experience points to the need for further changes in the United States.

Pressed on the reduced frequency of 50-mile exercises, federal planners said community personnel can practice skills as often as they like, without needing a full-blown federal evaluation each time.

The Nuclear Energy Institute, the industry’s main advocate, strongly backed the eight-year timetable to reduce the burden of adding the attack exercises. Asked about the other changes, NEI spokesman Steven Kerekes said they bring more federal oversight, formalizing practices already begun at many sites.

However, no nuclear plant has ever been shut down for deficiencies in the emergency response plan of surrounding communities.

Julie Coram Stripped of Recent FAME Title. They are saying the very best spot to hide a tree is in the forest, but so how exactly does that transcend during the world of women?s physical fitness competitions? Feminine bodybuilders have obviously applied heavy doses of anabolic steroids instead of quite a few could be surprised if one of the Ms. Olympia competition tested good. It absolutely was supposed to be considered an unique tale if the other women of all ages ?s categories arrived into engage in. Health and Determine classifications ended up seen in another way, but that may have modified.Julie Coram?s favourable exam for 3 different types of anabolic steroids could have ? relatively or unfairly ? altered the public?s perception on the sporting activities. An urine sample taken after she won the feminine muscle mass product class in the Ainsley McSorley FAME Design Search Championships in Winnipeg, Manitoba on May well 24 disclosed excessive amounts of boldenone, oxandrolone and DHEA.

Before the urinalysis was completed, Coram won a 2nd contest, the 2008 Miss Health and fitness Maintoba. After the effects were introduced, the fame Environment Tour stripped her of her title. There was no report in the Manitoba Overall body Making Association taking any action against Coram in regards on the second contest, with all the organization?s president, Tom Heffner, questioning the validity from the FAME exam. What can make this an remarkable scenario is usually that the opponents will not be ordinarily tested at FAME activities, which was a results of the judges flagging Coram for just a drug test whenever they ?saw her on phase and had been instructed her overall body size had higher considerably in excess of a brief time period,? in accordance to a report within the Winnipeg Sunlight. There are a few problems with this. Initial off, in case the judges had any doubts about Coram, then why did they offer her the championship? Next, it is not as though even one of the judges had an unbiased recollection of Coram?s physique and introduced that into account.
If a Health and fitness Champ Took Steroids, What Does That Say For Female Bodybuilders?

By:

Julie Coram Stripped of Recent FAME Title. They are saying the very best spot to hide a tree is in the forest, but so how exactly does that transcend during the world of women’s physical fitness competitions? Feminine bodybuilders have obviously applied heavy doses of anabolic steroids instead of quite a few could be surprised if one of the Ms. Olympia competition tested good. It absolutely was supposed to be considered an unique tale if the other women of all ages ‘s categories arrived into engage in. Health and Determine classifications ended up seen in another way, but that may have modified.Julie Coram’s favourable exam for 3 different types of anabolic steroids could have – relatively or unfairly – altered the public’s perception on the sporting activities.

There was no report in the Manitoba Overall body Making Association taking any action against Coram in regards on the second contest, with all the organization’s president, Tom Heffner, questioning the validity from the FAME exam. What can make this an remarkable scenario is usually that the opponents will not be ordinarily tested at FAME activities, which was a results of the judges flagging Coram for just a drug test whenever they “saw her on phase and had been instructed her overall body size had higher considerably in excess of a brief time period,” in accordance to a report within the Winnipeg Sunlight. There are a few problems with this. Initial off, in case the judges had any doubts about Coram, then why did they offer her the championship? Next, it is not as though even one of the judges had an unbiased recollection of Coram’s physique and introduced that into account. They ended up “told” by an unidentified 3rd occasion on the entire body improvements and utilized that because the barometer to demand the screening.
Lebanese army and police forces are patrolling the city as residents start to reopen their shops and check their property for damages.

An Associated Press reporter in Tripoli says no gunmen were seen in the streets on Tuesday.

Tripoli is Lebanon‘s second-largest city and its Sunni and Alawite residents are bitterly split over loyalties linked to the Syrian uprising. The three days of clashes pitted neighbor against neighbor.

At least five people died and 100 were wounded in the gunbattles that erupted late Saturday.

THIS IS A BREAKING NEWS UPDATE. Check back soon for further information. AP’s earlier story is below.

TRIPOLI, Lebanon (AP) ? Firing assault rifles and rocket-propelled grenades, Lebanese gunmen clashed in street battles Monday as sectarian tensions linked to the 14-month-old uprising in Syria bled across the border for a third day.

At least five people have been killed and 100 wounded in Lebanon’s second-largest city since the gunbattles erupted late Saturday, security officials said. Residents say differences over Syria are at the root of the fighting, which pits neighbor against neighbor and raises fears of broader unrest that could draw in neighboring countries.

Lebanon and Syria share a complex web of political and sectarian ties and rivalries, which are easily enflamed. Tripoli has seen bouts of sectarian violence in the past, but the fighting has become more frequent as the conflict in Syria worsens.

The fighting camps break down along sectarian and political lines. On one side are Sunni Muslims who support the rebels trying to oust Syrian President Bashar Assad. On the other are members of the tiny Alawite sect, followers of an offshoot of Shiite Islam who are Assad’s most loyal supporters.

The recent clashes were sparked by the arrest of Lebanese national Shadi Mawlawi, an outspoken critic of Assad. The Sunni fighters say the root of the latest conflict in Tripoli is across the border.

“Syria. It wants it this way. It wants to start a battle here so it can say, look, even in Lebanon the Sunnis are killing the Alawites,” said Mustafa Nashar, 35, whose family lives in an apartment overlooking Syria Street, which cuts through the overwhelmingly Sunni Bab al-Tabbani neighborhood.

Posters supporting the Syrian opposition hang on walls, and pictures of a local activist shot by a sniper in similar clashes in February read “Greetings to the free martyrs of Syria” and bear the Syrian revolutionary flag.

Groups of men, many carrying assault rifles and wearing military-style vests, ducked through trash-strewn alleys. The residents who remained in the neighborhood took cues from fighters about when to sprint across alleys to evade the snipers up the hill.

A car with children crouching in the back sped past one alley, a bullet pinging the pavement behind it.

The Lebanese army set up a small position a few hundred meters (yards) away from the fighting, but no soldiers or police could be seen in the immediate area.

Mohammed Jaber, a 49-year-old fighter and Tripoli resident, said local fighting has been going on for decades in Tripoli, but the Syria unrest has set it off again.

“The old has become new,” he said. “Once the Syrian revolution started, we supported all efforts to get rid of the regime.”

Sunnis comprise the majority in Syria, but Assad and his fellow Alawites play an outsized role in the country’s government and security forces, prompting seething resentments. Inspired by the revolts in Tunisia and Egypt, Syrian protesters defied the authoritarian regime and began taking to the streets in March 2011 to call for political reform. But a relentless government crackdown led many in the opposition to take up arms. Some soldiers also have switched sides and joined the rebels.

World powers have backed a peace plan for Syria that was put forward by U.N.-Arab League envoy Kofi Annan, but the bloodshed has not stopped. More than 100 U.N. observers have been deployed in Syria to oversee a truce between the government and armed rebels. The U.N. estimates the conflict has killed more than 9,000 people.

On Monday, Syrian troops shelled the rebel-held town of Rastan, sparking intense clashes that sent bloodied victims flooding into hospitals and clinics, activists said.

An amateur video posted online Monday showed gunmen apparently taking control of an army position that was being used to shell Rastan. The video showed a tank, an armored personnel carrier and a military truck in flames.

“The raid liberated the military position,” the narrator said.

Rami Abdul-Rahman, the head of the Britain-based Syrian Observatory for Human Rights, said 23 soldiers were reportedly killed in the clashes. He cited rebel fighters but did not identify them, and the account could not be independently confirmed.

Rastan, just north of the restive city of Homs, has been under rebel control since January. The Observatory and the activist Local Coordination Committees said the latest shelling of Rastan started on Sunday.

An amateur video showed a young girl who apparently suffered shrapnel wounds in her thigh undergoing treatment in a makeshift Rastan hospital while screaming in pain. Asked where her mother was, the girl cried: “She died!”

Another video showed four dead men, half of their bodies covered in a green sheet.

Also Monday, the Observatory and the LCC said government troops stormed the Damascus suburb of Qaboun, where they conducted raids and deployed snipers on roofs of buildings.

In Brussels, the European Union imposed visa bans and asset freezes Monday on three new people associated with the Syrian regime ? bringing to 128 the number of Assad supporters targeted by the bloc.

Michael Mann, spokesman for EU foreign policy chief Catherine Ashton, said two Syrian entities also were added to the boycott list, which now includes 43 Syrian companies, banks and other organizations.

The new measures, the 15th round of EU sanctions against Assad’s regime and its supporters, were adopted at a meeting of EU foreign ministers. The bloc will name the individuals and entities involved on Tuesday, Mann said.

In Damascus, state-run TV said the results of last week’s parliamentary elections will be made public Tuesday. The government has praised the vote as a milestone in promised political reforms, but the opposition boycotted the polls and said they were designed to strengthen Assad’s grip on power.

Not only did she go up against her two fiercest competitors in the final tribal council, Kim also was the clear-cut mastermind of the season, the one who engineered nearly every single juror’s exit — the perfect setup for the aforementioned “bitter jury syndrome.”

But the jury wasn’t bitter. Far from it: Kim won the game decisively, missing out on only two of the nine jury votes. What was it about the blue-eyed Texan that convinced the jury to vote in her favor in spite of her ruthless gameplay?

“Let’s just be honest here: the game is called ‘Survivor,’ ” fourth-place finisher Christina Cha told MTV News at the “Survivor: One World” finale. “Who outwitted, outlasted and outplayed everyone? It was Kim. Hands down. Which is why I voted for her!”

Even special education teacher Alicia Rosa, one of Kim’s closer allies throughout the game, cast her vote in the winner’s favor, despite being gloriously betrayed by her days earlier.

“I do understand that it’s a game. But she’s an awesome person,” Alicia said of why Kim deserved to win despite her own personal betrayal. “I know it’s a game and people get nasty for a million dollars, but I’m not going to hold that against her. I’m super proud of her.”

Kim’s dominance over “One World” was so apparent to everyone, in fact, that even her final two competitors — Brooklyn-based teacher Sabrina Thompson and southern belle Chelsea Meissner — feel totally fine with the final outcome.

“Kim is a beast, and anybody who doesn’t think that is a fool,” said Sabrina. “I called her the Julia Roberts of the island. She’s a beast in the challenges. And she has this amazing ability to look through you and tell you the sky is red, and you’ll just go, ‘Yes! The sky is red!’ I think she’s a lovable person and she has the physical game to go along with it. She’s the perfect package.”

“I could not be more happy or proud for Kim,” added Chelsea, who was Kim’s closest ally and friend throughout the game. “She definitely deserves it. She played one hell of a game. I think it ended how it should have.”
